On 8 July, 2016, the opening ceremony for
China Crop Protection Industry Association (CCPIA)’s Life Science and
Technology Industrial Park (Hunan) was held in Binjiang Industrial District,
Linxiang City, Hunan Province. This is the third pesticide industrial park
following Jiangsu Rudong and Shangdong Weifang Industrial Park in China.

“Hunan
Linxiang Industrial Park, a provincial development area put on record by the
State Council, makes full use of the resources to form two parts: Sanwan
district, which is dominated by the non-metallic mineral product processing and
machinery manufacturing industries, and Binjiang district, dominated by new
chemical material, fine chemical and non-ferrous smelting industries.
In
particular, Binjiang district, established in August 2007 with a 20 km2
long-term planing areas and a 8.76km2 short-term planning areas (2km2
finished), has been included in the construction of Yueyang Green Chemical
Industrial Park (Hunan) and regarded as the demonstration base of Yueyang
economic belt along the Yangtze River and innovative industrialization in Hunan
Province so far,” introduced Xie Jichuan, the secretary and director of the
Party Working Committee of Linxiang Industrial Park.
“Located in the economic belt along Yangtze
river, it has a superior geological advantage and has established a sewage
treatment plant, waste incinerators, a 3,000 tonnes Yangtze wharves with two
berths and other the well-equipped infrastructures. Yueyang, the industry
transferred area of Zhuzhou Qinshuitang old industrial base, is supported for
enterprises to enter by the local government actively.
As of now, six leading
pesticide enterprises have located in this park including Hunan Guofa Fine
Chemical Technology Co., Ltd., Hunan Bide Biotechnology Co., Ltd., Yueyang
Yuheng Chemical Co., Ltd. and the more. We hope to attract more excellent
pesticide enterprises with the deep cooperation between Linxiang Industrial
Park and the CCPIA,” added Meng Jianhua, the president of Hunan Crop Protection
Industry Park.

indicates: “With the expansion of eastern coastal city, increasing population
density and heavier environmental pressures, the development of pesticide
industry encounters new challenges. According to the 13th Five-year Plan
(2016-2020) for Pesticide Industry Development, the pesticide production will
be concentrated in three to five parks in the future.
The existing Rudong and
Weifang Industrial Parks are not able to accept any new enterprises, so the new
bases will be built to meet pesticide enterprises’ need for relocation and
establishment. By cooperating with the Linxiang Industrial Park, we hope to
attract more leading pesticide manufacturers to develop in this park, promote
the development of China’s pesticide industry and make China a powerful country
in crop protection.”
Pesticide is an indispensable product for
modern agricultural development. The modern agriculture can’t realize further
development without pesticides, and the pesticide industry needs to the transform
and upgrade, which can't realize without development in industrial parks.
According to the 13th Five-year Plan (2016-2020) for Pesticide Industry
Development, it is an irreversible trend to develop pesticide industry in park
mode.
This mode, one of the effective ways to produce high-efficient, safe,
economic and easy-to-use pesticide products, is beneficial for the wise use of
resources and energies, development of recycling economy, improvement in
governmental management on pesticide production, comprehensive treatment of
industrial wastewater, waste gases & residues and environmental protection.
The insiders from China’s pesticide
industry said, "So far, except for some large pesticide enterprises, it is
very hard for most of small- and middle-sized enterprises which are not
equipped with pollutant disposal facilities and technologies to treat industrial
wastewater, waste gases & residues independently.
It is unbearable for them
to afford production costs. However, relocation into industrial parks will be a
good opportunity to increase the access requirements, promote industry
integration and technology upgrading, accelerate the healthy and sustainable
development of pesticide industry and improve the outmoded industrial layout
and the development of pesticide industry."
Before the cooperation with Linxiang
Industrial Park, the CCPIA has signed an agreement with the Government of
Rudong County, Jiangsu Province and the Shangdong Weifang Coastal Economic
Development Zone respectively.
They are devoted to build two pesticide
production demonstration parks in northern and southern China respectively, which
are featured in high-technology pesticide research and production. Coupled with
the geographical advantage and industry instruction, it offers valuable
experience of developing pesticide industry in an industrial park concentrated
mode.
With the fast development of urbanization
and heavier pressure on environmental protection and safety, it becomes more
and more difficult and expensive for the pesticide enterprises to enter the
industrial parks in Yangtze River Delta, Pearl River Delta, Shangdong and the
like.
As a platform to attract pesticide enterprises and to develop high-tech
pesticide projects, the settlement of the Life Science and Technology
Industrial Park (Hunan) in Binjiang industry area, Linxiang Industrial Park,
will certainly facilitate development of pesticide enterprises and help realize
environmentally-friendly transformation and upgrading in the pesticide
industry.
